In the tract on _Liberty_, Mill is advocating the rights of the individual as against Society at the very opening of an era that was rapidly coming to the conclusion that the individual had no absolute rights against Society.

《자유론》에서 밀은 개인이 사회에 대해 어떠한 절대적 권리도 갖지 않는다는 결론으로 급속히 치닫고 있던 시대의 바로 그 개막기에, 사회에 맞서는 개인의 권리를 옹호하고 있었다.

The eighteenth century view is that individuals existed first, each with their own special claims and responsibilities; that they deliberately formed a Social State, either by a contract or otherwise; and that then finally they limited their own action out of regard for the interests of the social organism thus arbitrarily produced.

18세기의 관점은 개인들이 먼저 존재했으며, 각자 고유한 주장과 책임을 지녔고, 그들이 계약이나 그 밖의 방식으로 의도적으로 사회 국가를 형성했으며, 그렇게 자의적으로 만들어진 사회 유기체의 이익을 고려하여 마침내 자신들의 행동을 스스로 제한했다는 것이다.

It is possible that logically the individual is prior to the State; historically and in the order of Nature, the State is prior to the individual.

In other words, such rights as every single personality possesses in a modern world do not belong to him by an original ordinance of Nature, but are slowly acquired in the growth and development of the social state.
