เพราะในหนทางที่เต็มไปด้วยผู้คนที่โต้แย้งกัน ฝ่ายหนึ่งเรียกร้องเสรีภาพมากเกินไป และอีกฝ่ายหนึ่งเรียกร้องอำนาจมากเกินไป การจะผ่านไประหว่างสองฝ่ายโดยไม่ได้รับบาดเจ็บนั้นเป็นเรื่องยากยิ่ง

For in a way beset with those that contend on one side for too great Liberty, and on the other side for too much Authority, 'tis hard to passe between the points of both unwounded.

แต่กระนั้น ข้าพเจ้าคิดว่าความพยายามที่จะยกย่องส่งเสริมอำนาจของรัฐนั้น ไม่ควรถูกประณามโดยอำนาจของรัฐเสียเอง

But yet, me thinks, the endeavour to advance the Civill Power, should not be by the Civill Power condemned;

และบุคคลทั่วไปก็ไม่ควรแสดงออกด้วยการตำหนิติเตียนว่าตนคิดว่าอำนาจนั้นยิ่งใหญ่เกินไป

nor private men, by reprehending it, declare they think that Power too great.

นอกจากนี้ ข้าพเจ้ามิได้พูดถึงตัวบุคคล หากแต่พูดถึง (ในเชิงนามธรรม) ถึงที่ตั้งของอำนาจ

Besides, I speak not of the men, but (in the Abstract) of the Seat of Power,

ข้าพเจ้าคิดว่าไม่ได้ทำให้ผู้ใดขุ่นเคือง นอกจากพวกที่อยู่ภายนอก หรือบางคนที่อยู่ภายใน (หากมีอยู่จริง) ที่เข้าข้างพวกนั้น

offending none, I think, but those without, or such within (if there be any such) as favour them.

That which perhaps may most offend, are certain Texts of Holy Scripture, alledged by me to other purpose than ordinarily they use to be by others.

But I have done it with due submission, and also (in order to my Subject) necessarily;

เพราะสิ่งเหล่านั้นคือป้อมปราการด้านนอกของฝ่ายศัตรู ซึ่งพวกเขาใช้โจมตีอำนาจของรัฐ

for they are the Outworks of the Enemy, from whence they impugne the Civill Power.
