To this purpose, I think it may not be amiss, to set down what I take to be political power; that the power of a MAGISTRATE over a subject may be distinguished from that of a FATHER over his children, a MASTER over his servant, a HUSBAND over his wife, and a LORD over his slave.

이 목적을 위해, 내가 정치권력이라고 생각하는 바를 서술하는 것이 적절할 것이라 생각한다. 즉, 관리가 신민에 대해 갖는 권력이 아버지가 자녀에 대해 갖는 권력, 주인이 하인에 대해 갖는 권력, 남편이 아내에 대해 갖는 권력, 그리고 군주가 노예에 대해 갖는 권력과 구별될 수 있도록 하기 위함이다.

All which distinct powers happening sometimes together in the same man, if he be considered under these different relations, it may help us to distinguish these powers one from wealth, a father of a family, and a captain of a galley.

이 모든 구별되는 권력들이 때로는 한 사람에게 동시에 존재하는 경우가 있는데, 그 사람을 이러한 서로 다른 관계 속에서 고찰한다면, 우리가 이 권력들을 재산, 가족의 아버지, 그리고 갤리선의 선장으로부터 서로 구별하는 데 도움이 될 것이다.

Sect. 3. POLITICAL POWER, then, I take to be a RIGHT of making laws with penalties of death, and consequently all less penalties, for the regulating and preserving of property, and of employing the force of the community, in the execution of such laws, and in the defence of the commonwealth from foreign injury; and all this only for the public good.

제3절. 그렇다면 정치권력이란, 내가 보기에, 재산을 규제하고 보전하기 위하여 사형을 포함한 형벌, 그리고 그보다 가벼운 모든 형벌을 수반하는 법률을 제정할 권리이며, 그러한 법률의 집행과 외부의 침해로부터 공동체를 방어하기 위해 공동체의 힘을 사용할 권리이다. 그리고 이 모든 것은 오직 공공의 선을 위한 것이다.

Sect. 4. TO understand political power right, and derive it from its original, we must consider, what state all men are naturally in, and that is, a state of perfect freedom to order their actions, and dispose of their possessions and persons, as they think fit, within the bounds of the law of nature, without asking leave, or depending upon the will of any other man.

제4절. 정치권력을 올바르게 이해하고 그 기원으로부터 도출하기 위해서는, 모든 인간이 자연적으로 어떠한 상태에 있는지를 고찰해야 한다. 그것은 곧 완전한 자유의 상태로서, 자연법의 테두리 안에서 다른 어떤 사람의 허락을 구하거나 그의 의지에 의존하지 않고, 자신의 행동을 스스로 규율하고 자신의 소유물과 신체를 적절하다고 생각하는 대로 처분할 수 있는 상태이다.
