Which being a trespass against the whole species, and the peace and safety of it, provided for by the law of nature, every man upon this score, by the right he hath to preserve mankind in general, may restrain, or where it is necessary, destroy things noxious to them, and so may bring such evil on any one, who hath transgressed that law, as may make him repent the doing of it, and thereby deter him, and by his example others, from doing the like mischief.

이것이 전 인류에 대한 침해이자, 자연법이 보장하는 인류의 평화와 안전에 대한 침해이므로, 모든 사람은 이러한 이유로 인류 전체를 보존할 권리에 의거하여 그들에게 해로운 것들을 억제하거나, 필요한 경우 이를 제거할 수 있으며, 그 법을 위반한 자에게 그 행위를 후회하게 만들 만한 해악을 가할 수 있고, 이로써 그를 억제하고 그의 전례를 통해 다른 이들이 같은 해악을 저지르지 못하도록 막을 수 있다.

And in the case, and upon this ground, EVERY MAN HATH A RIGHT TO PUNISH THE OFFENDER, AND BE EXECUTIONER OF THE LAW OF NATURE.

Sect. 9. I doubt not but this will seem a very strange doctrine to some men: but before they condemn it, I desire them to resolve me, by what right any prince or state can put to death, or punish an alien, for any crime he commits in their country.

제9절. 나는 이것이 어떤 이들에게는 매우 낯선 학설로 보일 것임을 의심하지 않는다. 그러나 그들이 이를 비난하기 전에, 나는 그들이 어떤 권리로 어떤 군주나 국가가 외국인을 그 나라에서 저지른 범죄로 인해 사형에 처하거나 처벌할 수 있는지를 내게 해명해 주기를 바란다.

It is certain their laws, by virtue of any sanction they receive from the promulgated will of the legislative, reach not a stranger: they speak not to him, nor, if they did, is he bound to hearken to them.

그들의 법률은 입법부의 공표된 의지로부터 받는 어떠한 제재에 의해서도 외국인에게는 미치지 않는다는 것은 분명하다. 그 법률은 그에게 말하지 않으며, 설령 그랬다 하더라도 그가 그것에 따를 의무는 없다.

The legislative authority, by which they are in force over the subjects of that commonwealth, hath no power over him.

그 법률이 해당 국가의 신민들에게 효력을 발휘하는 근거인 입법 권위는 그에 대해 어떠한 권한도 가지지 않는다.
